When Phil Baxter recently asked me if I had looked into the big changes that were made in January to the FMSCA’s drug and alcohol policies (and the impact they could have on hauling capacity in the frac supply chain), I perked up and asked if he’d chime in on that topic. I’m glad he did, because this is an issue the oilfield will be dealing with long after this week’s volatility has come and gone, and Phil is an expert on it.
